Health, Safety, and Environmental (HSE) Plan
Objective
The objective of the Health, Safety, and Environmental (HSE) plan, henceforth referred to as the HSE program, is to outline and define all activities impacting safety, health, and the environment. This plan aims to prevent accidents, financial losses, occupational diseases for colleagues, employers, operational personnel, and all stakeholders, as well as to avoid environmental damage and enhance HSE performance in the project.
This plan serves as the foundation for the safety, health, and environmental management system for the project.
The plan is explained to all employees working on the project, and a copy is available on-site/workshop for colleagues’ access. Additionally, this plan will be presented to new recruits and operational personnel associated with the employer and contractor during pre-operation meetings, and they will also be required to comply with all the regulations outlined in this plan.
Scope of Application
This plan is mandatory for all work environments, applicable to all colleagues, operational personnel, and project stakeholders.
It is important to note that “work environments” refer to any physical location where activities related to the project operations under the control of Fanavaran Tejarat Pouya are carried out. Based on this definition, the impact of HSE activities by the company during the transportation of goods or off-site missions must also be considered in accordance with this plan.
Legal Requirements and Standards
The current requirements include HSE guidelines, procedures issued by the employer, and national laws and regulations. The contractor and operational personnel are obligated to adhere to these requirements. Furthermore, by implementing and adhering to the HSE-PLAN, and ensuring individuals’ compliance with it, the contractor will ensure the proper implementation of work permits, inspections, procedures, and safety and health guidelines.
HSE Regulations:
It is mandatory to issue health and physical fitness cards for contractor personnel involved in food preparation activities.
The following actions are prohibited within the operational area for all individuals and contractor personnel:
Lighting fires.
Using mobile phones on operational sites.
Smoking (except in areas authorized by the regional HSE department).
Making inappropriate jokes outside the boundaries of the workshop.
Yelling without reason.
Running unnecessarily.
Entering units without the permission of the relevant authorities.
Handling machines and equipment without coordination with the relevant personnel.
Riding in the cargo area of pickup trucks and heavy vehicles or standing near heavy and cargo vehicles.
Allowing more than one person to ride on a bicycle or motorcycle.
Throwing objects.
Unauthorized use of fire-fighting water.
Standing in prohibited areas.
Failure to comply with speed limits and traffic regulations.
Lighting a picnic gas stove or any other flame inside workshops or contractor offices is prohibited.
The use of any heating system at the contractor’s workplace is only allowed after written approval from the regional HSE department.
Washing any type of shoes and clothing, whether personal or safety-related, with solvents or petroleum products in operational areas is prohibited by the contractor.
In case of a fire, the contractor must attempt to extinguish the fire and immediately inform the HSE authorities by phone, specifying the location of the incident.
In the event of an accident and the declaration of an emergency situation, the contractor’s responsible personnel must quickly gather their scattered team members and implement the HSE guidelines.
Since the contractor is responsible for the safety of their personnel, in the event of an emergency, they must take headcount of their personnel. If anyone is missing, they must immediately report it to the regional HSE department, providing full details of the individuals and their work locations.
Contractor personnel authorized to enter the fire site should be pre-designated.
Unauthorized entry of contractor personnel to a fire site is prohibited, and legal actions, including fines, will be taken against contractors whose employees do not follow this protocol.
During fires and emergencies, all phone lines assigned to the contractor for urgent communications must remain open.
In case of an emergency, all equipment and machinery owned by the contractor, such as mobile water pumps, sludge pumps, compressors, loaders, bulldozers, etc., which are needed during the emergency, will be under the supervision of the HSE department, and the contractor is obligated to cooperate.
All holes and openings must be marked, and barriers should be placed in front of them, equipped with a yellow flag during the day and a flashing yellow light at night.
Contractor personnel must be equipped with safety helmets, glasses, shoes, and other necessary protective gear while in the premises, site, or workshop.
Compressed air should not be used for dusting the body and clothes of personnel.
The contractor must conduct emergency response drills according to the schedule provided by the HSE central office.
These regulations are essential for ensuring the safety, health, and environmental protection within the operational areas and must be adhered to at all times by contractor personnel.
